Events covers several items which are so large that, while they are part of the program, they need special handling they couldn't get easily if they were kept in Programming. These events tend to be the Hugo Awards, the Masquerade, Opening and Closing Ceremonies, various competitions and the occasional 500-lb. Gorilla.
